Services

Pursuant to the Law on Accreditation, Act on establishment of the Accreditation Body of Serbia - integral version (“Official Gazette of the RS”, Nos. 14/2011 and 95/2016) and the Statute, ATS shall perform the following activities:

1. determine the competence of conformity assessment bodies performing testing, calibration, inspection, certification of products, certification of management systems and certification of persons;
2. determine the competence to perform other conformity assessment activities in accordance with specific laws;
3. set forth and publish the Accreditation Rules that shall be based on the relevant Serbian, international and European standards and documents of the international and European organisations for accreditation;
4. keep a public Directory of Accredited Conformity Assessment Bodies - not yet available in English;
5. participate in the work of  international and European organisations for accreditation;
6. organise and deliver training to assessors in the field of accreditation;
7. organise seminars and training courses, and promote the importance and role of accreditation;
8. prepare and publish fact sheets, publications and bulletins in the field of accreditation;
9. perform other activities in the field of accreditation in accordance with the Law on Accreditation, Act on Establishment and Statute.

In accordance with the above-mentioned activities, ATS grants accreditation to:

- Laboratories in accordance with the requirements of SRPS ISO/IEC 17025;

- Medical Laboratories in accordance with the requirements of SRPS EN ISO 15189;

- Certification bodies in accordance with the requirements of: ISO/IEC 17021 (QMS, EMS, OHSAS, FSMS, ISMS, MDQMS), SRPS EN ISO/IEC 17065, SRPS ISO/IEC 17024;

- Inspection bodies in accordance with the requirements of SRPS ISO/IEC 17020;

- PT providers in accordance with the requirements of SRPS ISO/IEC 17043.

ATS also participates in the work of the Committees for the Authorisation and Designation of Conformity Assessment Bodies of respective ministries in accordance with the Law on Technical Requirements for Products and Conformity Assessment ("Off. Gazette of the Republic of Serbia" No. 36/09) and Decree on the Mode of Authorisation and Designation of Conformity Assessment Bodies ("Off. Gazette of the Republic of Serbia" No. 98/09), and in developing the new programmes and fields of accreditation.
 

Training Delivery and Seminars

In order to strengthen competence of permanent staff and external experts, ATS enables continuous professional development to its permanent staff and technical experts through delivery of training, seminars and briefing seminars. Thus ATS will enable them to acquire the knowledge necessary to perform assessments of conformity assessment bodies or to enable development and advancement of the ATS assessors and experts listed in the Register of the ATS Assessors and Technical Experts.

The procedure entitled ATS-PR03, Training for Assessors, Briefing Seminar for the ATS technical experts and Training of ATS Employees lays down the mode of organising and delivering training to assessors, seminars for assessors, briefing seminars for technical experts, training modules, training for the ATS employees, their duties and responsibilities when planning and delivering the training, and requirements to be met by the lecturers.

ATS shall, in accordance with the Plan for Training and Seminars to Be Delivered to the ATS Assessors/Technical Experts and ATS employees, Seminars and Briefing Seminars, make a decision about the training to be delivered in the next year.

Moreover, the ATS employees are delivered hands-on training by other accreditation bodies for the purpose of professional development and exchange of experience in the field of their work (in the framework of bilateral agreements or other projects of international institutions, and similar activities), and for the purpose of exchanging and obtaining professional knowledge and experiences at meetings, seminars and conferences in country and abroad that are dedicated to accreditation and conformity assessment. This will also include participation in the work of committees and working groups organised at national or international level in the relevant fields.

Development of the New Schemes of Accreditation

The Accreditation Body of Serbia (ATS) regularly performs, on the basis of the ATS Work Programme and needs of interested parties, activities focused on the development of new schemes of accreditation and extension of the scope of its activities in certain fields. Thus ATS strives to foster development of specific industrial sectors through continuous education and training of its employees and external assessors and experts. The development of new technologies requires constant review of the ATS working methods leading to the upgrade thereof and to the increase in the level of competence and quality of the work of its clients. With that end in view ATS meets the needs of its clients in case of the new accreditation schemes.

Activities that ATS performs when developing new schemes of accreditation are as follows:

  • analyse existing international standards, guideline documents, application documents and ATS documents, assessment of the need to develop new ATS documents and/or modification of existing documents and development thereof,
  • select and train the ATS assessors and employees for the new activities,
  • monitor the implementation of planned activities in accordance with the planned timeframes and defined control points,
  • prepare documented procedures for the implementation of the new activities,
  •  implement the new activities in the course of the accreditation (assessment) of applicants for accreditation for a specific new scheme/field of accreditation.

Moreover, every year ATS defines objectives and future activities that are presented in its Annual Report. Hence, all interested parties can learn about the affects of the existing and new accreditation schemes on the increase in the level of safety of goods and services, citizens and consumers in the Republic of Serbia, and decrease in the number of additional checks (testing, inspection and certification) of products in international trade or satisfaction of needs and increase in the competitiveness of the entire Serbian economy.

Moreover, once a year ATS conducts a customer satisfaction survey in keeping with the procedure entitled Identification of Needs and Assessment of the ATS Client Satisfaction and Upgrade of the Management System, ATS-PR09 for the purpose of mutual systematic and permanent development of quality.

The Serbian version of the Questionnaire for Identification of Needs and Assessment of the ATS Client Satisfaction ATS-PR09-O01 can be completed on-line, while the results of the ATS client satisfaction survey can be found in the latest ATS Annual Report.

Furthermore, ATS commenced, with the aim of gathering information related to performed assessments, with the activities aiming at the upgrade of the work of the ATS assessment teams and enhancement of their efficiency, and harmonisation of assessors’ stands when performing assessments. With that end in view ATS will use a special form (Evaluation of the Performed Assessment, ATS-PR09-O02).

If you wish to express your satisfaction or even dissatisfaction, and propose improvement measures, you will need to complete the form immediately after the assessment or after the accreditation procedure has been finalised and send it to ATS to the address listed in the form. Complaints

Expression of dissatisfaction, other than appeal, by any person or organisation, to an accreditation body, relating to the activities of that accreditation body or of an accredited CAB where a response is expected.

Complaints made by any person or organisation that are related to the ATS activities or activities of an accredited CAB shall be dealt with by the ATS Director in accordance with the procedure for the resolution thereof.

ATS shall:
- review whether a complaint is justified;
- ensure, where appropriate, that a complaint is first reviewed by an accredited CAB that the complaint relates to;
- undertake appropriate actions and assess their effects;
- keep records of all complaints and actions that were undertaken, and
- reply to a person filing a complaint.

A  complainant shall  be  informed in  writing about  the  decision no later than 30 days following the date of complaint filling. The Director shall send the complainant the information about the decision on complaint.

Appeals

Request by a CAB for reconsideration of any decision made by the accreditation body that has adverse effect on a conformity assessment body and that is related to its desired accreditation status.

Appeals against accreditation decisions and certificates shall be dealt by the Appeals Committee in accordance with procedure for the resolution of complaints and appeals.

An appeal can be lodged to ATS against accreditation decisions within 15 days after the decision has been delivered. The Appeals Committee shall make decisions on the appeals within 30 days following the receipt of the appeals. The Appeals Committee shall be established by the ATS Management Board.

The decision of Appeals Committee shall be final, whereas an administrative dispute can be brought against it.
